US allays India's concerns over H-1B visa, says there's no restriction

New Delhi: A senior US official on Thursday sought to allay India's concerns on the H-1B visa programme, which is being "reviewed" by the Trump administration, saying there are no "restrictions" in place.

The official said around 70 per cent of the visas issued under the H-1B category over the past nine months have gone to Indians and that a record 1.2 million visas of Indians were adjudicated by the US last year.

The official also said the US processed around 88,000 student visa applications last year, which is an increase of 15 per cent over 2015. Currently, there are around 1.6 lakh Indian students in the US, which is the second highest number of international students, after China.

Indian citizens made up six per cent of worldwide immigrant visa applicants, making them the fifth largest group of new immigrants after those from China, Philippines, Dominican Republic and Mexico.

The H-1B is a non-immigrant visa that allows US companies to employ foreign workers in speciality occupations that require theoretical or technical expertise in specialised fields. Indian technology companies depend on it to hire tens of thousands of employees each year for their US operations.

राज्यसभा चुनाव में कांग्रेस को झटका, सुप्रीम कोर्ट ने फिलहाल NOTA पर रोक लगाने से किया इंकार

नई दिल्लीः गुजरात राज्यसभा चुनाव से पहले कांग्रेस को सुप्रीम कोर्ट बड़ा झटका लगा है. गुरुवार को कोर्ट ने गुजरात में होने वाले राज्यसभा चुनाव के दौरान नोटा (NOTA) के प्रयोग को अनुमति देने वाली निर्वाचिन आयोग की अधिसूचना पर स्थगन (स्टे) लगाने से इनकार किया. उच्चतम न्यायालय हालांकि, चुनाव में नोटा (NOTA) का विकल्प देने संबंधी निर्वाचन आयोग की अधिसूचना की संवैधानिक वैधता की समीक्षा करने पर सहमत हुआ. कोर्ट ने गुजरात राज्यसभा चुनाव में NOTA के इस्तेमाल के खिलाफ गुजरात कांग्रेस की याचिका पर चुनाव आयोग को नोटिस जारी करके जवाब मांगा है.
कोर्ट ने गुरुवार को कहा कि चुनाव आयोग ने राज्यसभा चुनाव में नोटा के इस्तेमाल से जुड़ा नोटिफिकेशन काफी पहले 2014 में जारी किया था, ऐसे में कांग्रेस को इसकी खामियां इस वक्त क्यों नजर आ रही हैं? सुप्रीम कोर्ट के मुताबिक, यह एक संवैधानिक मुद्दा है, जिसपर बहस की जरूरत है. कोर्ट ने चुनाव आयोग से कहा कि वह कांग्रेस की याचिका पर 2 हफ्ते में जवाब दे.

उच्चतम न्यायालय ने कहा, आगामी राज्यसभा चुनाव, उनके परिणामों की घोषणा तय कार्यक्रम के अनुसार होगी, और गुजरात में कांग्रेस के मुख्य सचेतक एस.एम.परमार की याचिका पर निर्वाचन आयोग से जवाब मांगा.

आपको बता दें कि गुजरात विधानसभा में कांग्रेस के मुख्य सचेतक (व्हिप) शैलेश मनुभाई परमार ने सुप्रीम कोर्ट में दाखिल की गई अपनी याचिका के जरिए विधानसभा सचिव द्वारा जारी एक परिपत्र को रद्द करने की मांग की है. परिपत्र में कहा गया है कि नोटा का विकल्प उच्च सदन के चुनावों में लागू किया जाएगा. याचिका में आरोप लगाया गया है कि इस विकल्प का इस्तेमाल जन प्रतिनिधित्व अधिनियम, 1951 के प्रावधानों और चुनाव संचालन नियम, 1961 का उल्लंघन करेगा.

इसमें दावा किया गया है कि अधिनियम और नियमों में कोई संबद्ध संशोधन किए बगैर नोटा पेश करने का चुनाव आयोग का कथित प्रशासनिक कार्य अवैध, मनमाना और दुर्भावनापूर्ण होगा. याचिका में आरोप लगाया गया है कि चुनाव आयोग स्वतंत्र एवं निष्पक्ष चुनाव कराने के लिए एक संवैधानिक निगरानी संस्था होने की बजाय सत्तारूढ़ शासन के हाथों का औजार बन गया है. सुप्रीम कोर्ट अब इस मामले में

Gita at Abdul Kalam’s memorial; family places Quran, Bible to defuse row

An engraved Bhagavad Gita near the statue of late president APJ Abdul Kalam kicked up a controversy, with his family seeking to end the row by placing a copy of the Quran and the Bible near it.

However, in latest development, leader of a local Hindu outfit objected to the placing of the Quran and the Bible near the statue on the ground that “no permission was taken” for the same.

Hours later, officials manning the memorial, which was inaugurated by Prime Minister Narendra Modi on July 27, kept the Bible and Quran in a glass box in the vicinity of the statue.

They said they would also place a copy of Tamil treatise Thirukkural near the statue soon.

They said Kalam was a leader to all Indians and no one should seek to politicise the issue.

A PMK leader, who did not wish to be named, also questioned the need for sculpting the wooden piece with the name of Bhagavad Gita, saying Kalam was common to all citizens of India.

The memorial at Peikarambu, inaugurated on the second death anniversary of the popular scientist at his home town Rameswaram, also has on display a replica of rockets and missiles on which the late scientist had worked.

Besides, about 900 paintings and 200 rare photographs of Kalam, who held the office of president from 2002 to 2007, are on display at the memorial.

Despite critical CAG report on military preparedness, Arun Jaitley says 'armed forces sufficiently equipped'

New Delhi: Defence Minister Arun Jaitley on Tuesday said that Indian armed forces are "reasonably and sufficiently equipped" to defend the sovereignty of the country.

The remarks from the Defence Minister came in the wake of a CAG report flagging that the Indian Army was facing a critical shortage of ammunition that can last just 10 days of war.

"Why don't we have arms and ammunition to fight more than 10 days of war," he asked. "The people are concerned. Please do whatever is needed to save the country."

Ripun Bora (Cong) raised the issue through a Zero Hour mention, saying major decisions for procurement taken during 2009 and 2013 by the previous UPA government, have not been approved by the present government.

A Rs 16,500 crore plan prepared by the Defence Ministry too has not yet been implemented, he said, adding the CAG had in its report pointed to "very bad condition of Indian Navy" with 38 accidents taking places in the last few years.

The safety organisation too has not been functional because of lack of approvals, he said.

Jaitley said the CAG report has 2013 as a reference point and there have been follow-ups.

प्रधानमंत्री ने सवाल उठाया था कि नोटबंदी के दौरान कोई तो होगा, जिसने इन कंपनियों को कालेधन को सफेद करने में मदद की होगी। उनको पहचानने और किनारे करने की जरूरत है। उन्होंने गड़बडि़यों में शामिल सीए के खिलाफ आईसीएआई की कार्रवाई पर भी सवाल उठाया था। उन्होंने कहा था कि पिछले 11 साल में सिर्फ 25 सीए के खिलाफ कार्रवाई हुई है, जबकि 1400 से ज्यादा मामले सालों से लंबित पड़े हैं। उन्होंने उम्मीद जताई कि आईसीएआई दोषियों के खिलाफ कठोर कदम उठाकर उन्हें सजा देगा। आईसीएआई की ताजा कार्रवाई को इसी से जो़ड़कर देखा जा रहा है।

China ready to attack India in collaboration with Pakistan: Mulayam Singh Yadav

New Delhi: Describing China as a "bigger threat to India than Pakistan", Samajwadi Party leader Mulayam Singh Yadav on Wednesday asked the government to respond on the military standoff at Doklam.

Speaking in the Lok Sabha against the backdrop of tension between New Delhi and Beijing, the former defence minister claimed that China was ready to attack India in collaboration with Pakistan.

It was India's responsibility to protect Bhutan and China was eyeing Nepal, he said.

He also spoke against massive amounts of Chinese goods finding a market in India.

"If China continues to help Pakistan and interferes in Kashmir, India should ban Chinese products. If need be, we should have a rethink on diplomatic relations," Yadav said.

He also demanded a complete review of India`s relations with China.

The stand-off between the armies of India and China in the Doklam plateau in the Sikkim sector has led to a strain in diplomatic ties, with the Chinese state-run media openly talking of war.

The government last week briefed the leaders of political parties and assured them that the issue will be resolved diplomatically.

IMD predicts heavy showers in Mumbai, Konkan in next two days

Mumbai: While some districts in Maharashtra have received less than average rainfall so far in this monsoon, the India Meteorological Department (IMD) today predicted heavy showers in coastal areas, including Mumbai, over the next two days.

As per the IMD forecast issued today, few places in Konkan, Goa and parts of Madhya Maharashtra would get heavy rainfall for the next two days.

Few places in Mumbai would also get heavy showers in next 48 hours from tomorrow morning, it said.

On the other hand, districts like Kolhapur (-62.5mm), Ratnagiri (-28.2mm), Satara (-95.7mm), Sangli (-62.3mm) and Panjim (-64.1mm) have received less rainfall, the database updated today said.

Madhya Maharashtra received normal showers in the last 24 hours. Chopda in Jalgaon district in north Maharashtra received 40 mm rainfall, while Nashik, Hingoli and neighbouring districts received rainfall in between 10 to 20 mm in last 24 hours, it said.

The catchment areas of major dams like Koyna, which alone generates more than 2,000 MW power for the state, has been receiving good showers. The rainfall recorded in the region was more than 200 mm in the last couple of days.
